When I disconnected the Toshiba dynadock (which is not just a physical dock, but also e.g. adds a screen) the "not started" message was replaced by "not compatible", but works.
In case you need more details, this is what I found at HP about the PC:

Please let me know if my specs do not meet Vfx requirements so I know I have to modify the hardware, or if that I have the specs that you are willing to make it work for.
