Imported M3U - Cross order is wrong; can't seem to reorder

I imported a stripped down M3U file (pulled from Cross history; contains only full path to filename)
Once imported as a new playlist:
It re-arranged the order to I don't know what logic it used
now I want to drag & drop entries to re-arrange them properly - no auto-scroll of playlist when entrie(s) are dragged up or down to top or bottom list borders

what is up with this?

First, is shouldn't have re-ordered the text list
Second, I should be able to easily drag & drop to re-order a playlist

You can only change sort order when the playlist is selected by track nr.
