Register & downloads ok but no "upload attachment" tab

Hi, i think my registering is ok but no way to have access to the upload attachment tab ni the forum. I have tried to unregister and reg again, deleting cookies, etc , but no way to Upload... Is there any idea?

certain fourm pages are right restrictive ,,didnt think this was the case in gen chat for the users hardware topic ,, if not seen in this topic page posting ,, then its a admin problem since you have deleted board cookies ,and you can effecutly post in the different topic pages ,,
