I remember doing a map for you. What you describing is called the MIDI takeover. It is designed for use of the same fader with multiple functions.
Example
If you have a primary function A and a secondary function B +Shift button.
If you move the fader using function A.
Then move fader using function B
Now you want to use it again for fuction A but the physical fader is not in the same position as it was left the last time you used functionA.
Then you see a moving fader that represents the current position as you move it and the static one represents the last position that it was use before changing fuction. When the previous position and the current position are the same value the faders become on and control resumes.
I believe the is a setting near the top right hand in the MIDI section as you resize the window. Check mark for MIDI takeover. otherwise you may have made some changes to your map and that is the cause of the behavior. I will be happy to examine your current map to verify.
