here in germany its not allowed to "deactivate" the ground pin on a device because if there is an electrical damage the power cant "flow" away and you may get an electrical shock when touching it.
but your notbook has no conductive housing so there is not such a high danger.
simply put some isolation tape around the ground pin of your plug has the same effect.

Belkin or Targas make univeral laptop power supplys both do not have ground pins

90% of laptops use a round pin to power the machine
this means there is no ground to the laptop at all only + & -
so the ground is only for the power supply itself

Same trouble here!
No noise when the laptop is not connected to the powersuply. Not able to fix it :(

- new power adapter without ground cable
- different adapter for your socket

You could try one of these.

A Ground Loop Isolator.

I have used them in the past and they work a treat :)

i hope it will work for you, coz here no ggod results. i found out that electricity in my country is crap so no help here(in home conditions)

What is the exact problem? No stable frequency, current or voltage lacks? If so, you should have a look at a "USV" as we call it in german(Uninterruptible Power Supply (UPS) in english). It is some kind of huge battery that protects servers from being cut from the power line when the voltage net breaks down. So in this small period of time when the voltage is down, the USV starts spending the voltage for all plugged devices. It switches on its own, so you don't have to worry about it AND you plug it while you play. So from your socket you are plugging the USV and into the USV you are plugging your setup. So a permanent exact voltageand current is given and this will maybe solve your problem.
