ok, this is going to sound strange... on your laptop, switch it off... remove the power supply and the battery... press the on button (nothing will happen btw).. then connect it all up again and try again.
on your desktop, unplug the desktop from the mains power (not just switching it off), the connect it back up and try again.
SP3 i causing alot of trouble at the moment with usb devices, you should google it and see how other people are solvong the problem... though 9/10 times the solution is getting rid of sp3. really it depends on the usb device and the hardware root hub within the computer..
