Is there any sort of user guide to making skins?

It already exists.

The V4 Alpha Release, which was never made public, had an optional skin that looked just like V3. When the V4 Beta was released, it was removed, and as of V4.2, it has never been put back.

Ask them - little of what they do lately makes sense to me!
