When I import your m3u8 example playlist, I get the playlist track numbers (column '#') to have the correct values, even if it wasn't displayed in a sorted manner at first. You need to sort using that column ('#') to display your playlist sorted the way the file describes it.
This playlist has 25 tracks, so I doubt I just got lucky. Cross imports a playlist file by reading it sequentially, from top to bottom, applying playlist track number in the same order. I don't see how it could get it wrong (nothing in the playlist file indicates another order, the only number next the EXTINF is supposed to be the track length in seconds).
That being said, the program from which the playlist was exported (i.e. beaTunes) may display the playlist in another order, the one you want, but doesn't respect that order at export.
Nonetheless, I still may be wrong. I attached a text file of the playlist, imported and exported using Cross, so you can tell me if you see any difference (mainly if your copy of Cross does not respect the playlist track numbers).
