Video Recording Help

Hello This is my current setup

Windows 7 64 bit
8 Gigs of Ram
Intel(R) Core(TM) i7-2600 CPU @ 3.4 GHz
AMD Radeon HD 7700 Series
*** approx. Total Memory 4095MB*****
Realtek High Definition

I have been recording mixes and uploading video to vimeo.... Every time I upload they give me a warning that my kbits are to low for hd video(612-12) and for good hd quality they need to be at 5000 kbits. I am currently recording at 720 but I want the whole system to be 1080 hd.

My question is this

What do I need to change in my computer system to allow me to get 1080 video.

Better graphics card?
Who is having success recording at 1080? What is your setup?

Have no problems ,, specs at bottom of posting ,, new system ,, ( but haven't tried to post on viemo )
