Several general reasons. 4.1 has some audio specific new options (when released). The upcoming android version even more.
Supporting 4.0 would mean having to support over 100 distributions of which many lack some of the functions needed for full use of current Cross DJ functions as result of manufacturer's decisions.
A rule of thumb that 4.1 hardware has better equipped hardware also avoids disappointments... (like sufficient memory, 'cpu' and use more than 4/8gb storage for having higher quality music files).
So it is not a specific decision by Cross, as the preference is to support as many as possible, but it has to work with what it is build for.
