why cant I post in tech support..?

I think I'm having the same issue? i'm not any to post in any forums, meaning create new posts in tech support..??

delete board cookies and browser cookies ,,then try again

Still not able, I even tried logging in from a computer I've never accessed the site from using IE current version and Firefox current version.

Below I cut n pasted the right nav and which show no option to create a post as well as board index section.. I scrolled top to bottom and cannot locate a posting option. Not sure what I'm doing wrong as I've used many forums.
