Why the VU meters don't work on the Novation Twitch?

Because they aren't mapped.

I do not have the Twitch but had a lock at the mapper and it seams that the VU meter less are not mapped. I do not know the reason for this. Could be some limitation.

I'm not wanting custom ... requested assistance because I believe that these functions are basic to any parent (VU master and Jog)
and the list of MIDI supported by Cross, this list Novation Twitch
so I bought it for use with Cross ....

So this is not customization, it is rather basic function would be nice to be working ...
