The Android 'test team' already existed before when this request came out.

The post is a couple of years old.

In the beginning the test teams were pretty helpful to get the bugs out, or merely getting it to run on the many Android versions around.
Nowadays the devteam is in the lead by having updates for newest Android versions even before this is common hardware of the 'test team'.
Also the release cycle is allowed to be very short nowadays, this is why many apps are being released with only minor testing as despite having a test team the broader user base is a faster source for debugging. This is of course when you have a decent app. In this case the 'bugs' are often circumstancial, making having a test team only causing a delay.
