Hello Keeno,
You do not need the import/export feature to use the packs sold in the in-app store.
Usually any issues downloading new packs/features, is simply due to a poor internet signal. If you can, make sure you're connected to a reliable WiFi network, and leave your device where it gets a strong signal/full bars.
Are the packs showing up in the My Packs page of the in-app store? Please let me know and I will try to get to the bottom of this for you!
