Whith it's log or via forum admin permissions? This message is related to the ban made by the download mod inserted in the forum. There are some conditions to respect when you download a file, I can't access to the tuning done on the admin control panel -> Download but there is a different user banlist there, different from the one used by the moderators of other part of the forum.
