3.1.0 Menu rename: View | "FX + video effects"

The additional video functions are somewhat hidden when FX bar is off.
In Menu it only is called "FX" for the enabled View.
Couldn't find a better description quickly... thing the point is clear and relative easy to make a mod (or would it be circumstantial).
