Each storage disk has a certain throughput rate for its output (writing is always slower). Common standard is SATA, versions I, II and III.
What I found, in my BIOS(-es) is a value that restricted this at the PC side to SATA I (1.5gb/s). As my hdd are all faster this could be a higher value.
Effectively meaning that max throughput for reading from disk is faster send to CPU/memory.
It may depend on the manufacturer if such setting is present and what options you have.
As it is a BIOS setting one has to be careful and when doubt read the BIOS section of the PC manual.....
