I don't know the way Cross calculates gain change, so I can't say for sure about Cross, but in general:
1) Most gain levelling (be it as a separate tool or as part of DJ software) uses a very basic algorythm. Pretty much it will be "look at the loudest parts, see how loud it is compared to a set default, write the difference to the gain tag in mp3.
2) Gain tags in mp3 are not always read and/or used correctly by all DJ software or, for example, when playing MP3s on CDJs in a club.
That is why I suggest either manual work (and yes, autogain will do fine for background music where it's just wallpaper, agreed there) while actually playing live and/or using a high quality tool like Platinum notes that actually changes the track. If you play MP3s done by PN on a CDJ, the volumes will all be "the same".
PN looks at many more parameters when determining where and how to adapt gain. One of the things it does it keep an eye on the dynamics of a track too.
