saving the settings in the control panel?

every time i start my computer the latency setting in the control panel switches back from 64 to 256 (256 works fine for mixing on my PC but not for scratching), i mean its not a big thing but i just forget to change the settings every now and then before i start and it´s annoying to restart all the time, so is this a normal thing or is this a bug?
the next thing i´m wondering about is that i have to power on the interface before i start my PC or otherwise mixvibes doesn´t get any signal from the turntables (even if i change the settings for the soundcard in the system control before i run mixvibes). normal?
