MIDI mapping scratch jog wheels

Hi all

When MIDI mapping a scratch jog wheel ...is it ,when you touch the platter ...is it MIDI note on/ off.....
And when you move the platter with your hand ...is it MIDI CC

When vinyl is on there are 2 commands in one
A note on for touch and a CC for movement.
When vinyl is off it is just the CC for movement.
Also some controllers allow for alternate commands for the jogwheel when it is used in conjunction with Shift.

I,m looking to do a MIDI control surface ..virtual turntable
part MIDI controller ( 5 FSR buttons ,one joystick and a led lit touch fader ) , part motion caption device
Using a MIDI camera to read hand movement ...it will have a screen with a vinyl record spinning and when you move your hand over the screen to scratch you will see the record move with it
