Last version that had options for this is over 6 years ago.
Unless you have experience in creating and editing skins it may easily be that your dream turns into a nightmare. From your phrasing it seems you want one screen... You would however have to build multiple layouts. Also every new version likely results in minor or major changes... So you're never finished.
The devteam not likely will commit to it as it puts restrictions to future development.
What I would suggest you to do is to explain the changes you want (and some 'why'). Some might make it... I can tell you that from experience...
